think we'll hear lots about the future. >> speaking of details, mitt romney and paul ryan are pressed for their plans. specifically the 20% across the board tax cut. why are they being so vague and will governor romney get specific at this debate? >> you know, it's funny. it cuts both ways. i think the reason they're not going specific is because they don't want to be attacked. they put the romney and ryan ticket on the defense. but i've heerd governor romney say this. he says i want to work in a bipartisan way. i want to work with democrats on capitol hill. i want to do what george w. bush did with no child left behind. that's to allow the congress -- that is to allow the legislative branch to be a part of the process. and thus in the process create or draft a piece of legislation that we can all work with. so i think it's a combination of both answers, alex. >> president obama had tough reviews following the first debate. what do you think is the greatest challenge in round two? >> the white house said to make adjustments. i think it's to make the adjustments without overcorrecting

as mitt romney. it's really on medicare especially, it's the ryan policies that obama is running against. and then lastly, i think what ryan and biden are defined by in a lot of ways and for biden, that's partially hit his gaffes. is he going to step in it? is there going to be some memorable sound bite from that debate? and ryan is known as the numbers guy. and the whole obama campaign now against romney and ryan is that the numbers on the republican side don't add up. so i think there's going to be pressure on ryan to explain the numbers or at least the obama folks are going to try and pressure ryan to explain the numbers. so these things usually don't matter. it's the undercard. but this time i think there could be a little more importance. >> i think you're exactly right. biden's actually a very good debater. he was very good during the democratic debates in '08. he beat barack obama every time. he is good in the debates, but boy, he can't afford to have an off night, can he? >> no. >> i mean, you talk about feeding into a narrative. i actually think paul ryan can break even and he'l

night. short time ago in lancaster, ohio, mitt romney took the stage with paul ryan of course the republic star on the debate stage last night. he was indirectly ridiculing biden for man otherwise mannerisms. >> there was one person on the stage with thoughtfulness, who was respectful. [yeah] >> who was steady and poised. there is one person on that stage you would want to be with if there were a crisis and it's this man right here. [cheers] >> so there is an example of trying to capitalize not so much on the substance of the debate but the mannerisms of your opposition that leaves imprint with the voters. that's what the romney campaign and republicans are hoping for where in this particular instance last night's debate democrats saying it should be substance add not style. >> shepard: president on the campaign trail and still going after governor romney. >> and substance. joe biden was in lacrosse making the argument as he did last night that mitt romney has ill alienated and put a distance between himself in the 47% who don't pay income taxes about their wanting a governmen
won that debate. after that debate, literally the next morning, they were calling mitt romney a liar, the campaign and the democratic groups saying he is a liar, he made the numbers up, the facts up. if paul ryan is smart, he will go right at the numbers and say, let's talk numbers. doesn't paul ryan have an advantage if they talk numbers? >>guest: there is no doubt about that. he is an excellent explainer, particularly as i said in the economic and budgetary issues. i think if joe biden is smart, he will try to pull this discussion as much as possible into some extraneous issues like the war on women type of stuff and foreign policy. there is something of a hurdle for paul ryan to get over in this debate, to sort of passion just the basic eye test on foreign policy for a vice presidential nominee. i think that biden, look, there has been so much out there that paul ryan will wipe the floor with biden, i think that the expectations game has shifted in the obama-biden cam favor particularly after mitt romney's strong performance last wednesday. the only thing i am worried about from t
